Key Points of the Book
The book starts with the introduction of Bureaucracy through the example of the American postal system, followed by the discussion of the oscillation between Small government and Big government, and the concept of "Adlib and system". It was interesting to explore the scope of "infrastructure" that should be taken on by the public in the digital age. One of the key messages in this book is the importance of selecting rules to change when making decisions, as it leads to comprehensive governance. The most necessary thing to change the rules is the "rules to change the rules".
In a society with declining population, increasing diversity, and a growing elderly population, the current system will undoubtedly not be able to withstand the challenges. Therefore, the book suggests placing hope in the characteristics of computers such as Mathematical Optimization (DL, ML) and Scalability (using cloud technology to easily adjust machine resources with a single button). This is what we call DX.
